There has been a growing recognition of the distinct needs of young adults in the criminal justice process. However, the extent to which the criminal justice system meets the needs of young adults aged 18-25 who go through the parole process has received very little attention.

This study reviewed the parole system in the context of the wider criminal justice system by considering the relevant legal and policy frameworks and talking to
practitioners who work with young adults going through parole.

The report offers recommendations for both the Parole Board and His Majesty’s Prison and Probation Service (HMPPS)
