Greater devolution in England has been largely framed around growth, with much less debate about the impact on poverty.  Social Market Foundation’s briefing: Devolution and poverty summarises the key questions and considerations facing policymakers, informed by two roundtable events held in Birmingham and London, with politicians and policymakers from central and local government, local voluntary sector organisations, and experts on city growth and poverty.

The paper draws out the key themes from the expert roundtables such as the rationale for localisation, and the barriers to tackling poverty from a local perspective, as well as the implications for policymakers in considering when and how to devolve.
